WASHINGTON (Reuters) -The Republican-controlled U.S. House of Representatives will vote on legislation on Wednesday that pairs a must-pass spending bill with tighter voting rules, setting up an election year clash with the Democratic-majority Senate that risks a partial government shutdown.

The U.S. Senate will prepare temporary spending legislation that would avert a partial government shutdown at the end of the month, Senate Democratic Leader Chuck Schumer said on Thursday.

The legislation, which would fund the government for about six months and require proof of citizenship to register to vote, fell short.

The effort has been a pet project of House Speaker Mike Johnson, R-La., and former President Donald Trump. But the legislation has received widespread criticism from Democrats, as non-citizens already can't vote in federal elections.

The House on Wednesday voted down Speaker Mike Johnson's government funding plan with 14 Republicans voting against it and two others voting present. The measure failed by a 202-222-2 margin. Three Democrats voted for the bill.
